The Education Department is yet to initiate the process of appointment of guest teachers in the Government schools of the State despite the order of Uttarakhand High Court. The HC on August 14 had directed that guest teachers should be appointed for the vacant posts of Lecturer and Lecturer Teachers ( LT) within the next 15 days. However, despite one month having passed since the court’s order came, the department is yet to initiate the process.
The inordinate delay in the process of recruitment of guest teachers has left the association of these teachers angry. The president of the association of guest teachers Vivek Yadav said that delay on part of the department is unfortunate. “These teachers are now unemployed for the last five months,” he said.
When contacted, the Director General ( DG) school education, Captain Alok Shekhar Tiwari, however, assured that all preparation for recruitment are complete and the entire process would be completed by the end of this month.
It is worth mentioning here that more than five thousand posts of LT and Lecturers are at present vacant in the education department.
It is learnt that the department is planning to recruit these teachers at the district levels. In the last recruitment drive, these teachers were selected at the block levels. Besides, the monthly remuneration of these teachers is also likely to be raised from existing Rs 15,000 per month. For recruitment, the department would constitute district selection committees, it is learnt.
The services of these teachers would be purely temporary and at the time of appointment, they would have to submit an undertaking that the department would have a right to remove them any time.
The State Education Minister Arvind Pandey has instructed the Education Department Officials to ensure transparency in the recruitment of the guest teachers.
On his orders, the department is planning to give additional marks to the old guest teachers which would give them advantage over the new candidates at the time of selection.
The recruitment of guest teachers had been done first during the time of the Harish Rawat Government when nearly six thousand such teachers were appointed in different schools in 2015. They had been appointed for a period of nine months or end of the academic session on purely contractual basis. When their contract had been terminated in March 2016 they had staged a massive agitation which forced the then Congress-helmed Government to reinstate their services.
The order had however been challenged in the court which cancelled the reinstatement. The matter then had gone to the bench of HC which asked the State Government to initiate a proper recruitment process to fill the vacant posts of teachers in the Government schools. The court, meanwhile, granted temporary relief to the guest teachers working on posts of LTs and allowed them to work till March 2018.
As per the order of the HC, the State Education Department terminated the contract of these teachers in March this year. HC on August 14 directed that the vacant seats in the department should be filled by guest teachers within 15 days.
